MINISTRY OF BUDGET AND NATIONAL PLANNING FLAGS OFF IPPIS (HR) GO-LIVE IMPLEMENTATION TRAINING FOR STAFF MEMBERS

 

The Permanent Secretary, Ministry of Budget and National Planning, Mrs. Olusola Idowu, has flagged off the Integrated Personnel Payroll Information system (IPPIS) Human Resource Go-Live Training Programme for staff members of the Ministry, in Abuja.

The purpose of the IPPIS Go-Live implementation training is to enable Federal Government staff members, who are the end users of the system be trained on how to access the specific functionalities of the IPPIS Reform platform and be able to carry out online activities that are personal to them in the areas tagged: IPPIS Employee Request; my information, annual leave plan, absence management, payslip service, incident report amongst others.

Mrs. Idowu stated that the initiative would replace the manual application used hitherto; adding that “it will definitely reduce time, staff movement; papers wasted on these activities and therefore enhance our compliance with the international standard of paperless economy as well as cost effectiveness”

Stressing the importance and timeliness of the training, Idowu urged all participants to take advantage of the training and build up the necessary skills at the workshop to be able to interface with the system for the expected result.

She commended the Federal government for the initiative, which is facilitated by the Office of the Head of Civil Service of the Federation (OHCSF) as part of the reform programme of the federal government.

Earlier, the Director of Administration in the Ministry, Mr. Lanre Adekanye, in his welcome address, charged the participants to be committed towards the training and accord it the seriousness it deserved. He further said that MBNP was one of the five MDAs selected for the pilot exercise.

The facilitator at the training, an Assistant Director, from the office of the Head of Civil Service of the Federation (OHCSF), Mr. Bashir Bello Shagari, said that the programme was important considering the human resource component of the IPPIS platform.  

He added that the training would be held in 2 batches daily, for a period of 10 days and the exercise would be followed by issuance of Employee Service User Access right and password to ensure accessibility to the platform.

Mrs olusola Olayinka Idowu
Mrs. Olusola Idowu an indigene of Ogun state was born over 56 years ago. She attended elementary school in Ibadan, Oyo state and her Secondary School in Iwo, Osun State, finishing with a distinction. She attended University of Ife (now Obafemi Awolowo University) and obtained Bachelor of Pharmacy (B.Pharm) in 1985.

After her Youth Service, she started her career in 1987 with the Federal Ministry of Health and was posted to the Pharmacist Board of Nigeria. Because of her hard work and dedication to duty, when the Pharmacists’ Council of Nigeria was established in 1991, she was the only Ministry staff left to assist the new Registrar. She was saddled with the schedule of overseeing the Human Resources, Account and the General Services Unit of the Council as well as the head of secretariat during the board/ council meetings.

In 1997, she was posted to Abuja and together with one of the Principal Medical Officers, the Federal Staff Clinic in the Office of the Head of Service of the Federation, was established in 2003. Mrs. Idowu, executed her role as the Head of the Pharmacy with utmost sincerity of purpose, passion, dedication and commitment in ensuring that the pharmacy became fully established from scratch without any financial support from the government. Throughout the period, the pharmacy was run efficiently recording minimal incidents of ‘stock-out’ of drugs and consumable items.

Her exposure to the Department for International Development (DFID) training on Monitoring & Evaluation (M&E) in 2000 prompted her passion for analytical works. This made her to pursue and obtain a Master in Public Health (M.Ph) from Obafemi Awolowo University in 2011 after which she was posted to the National Blood Transfusion Service (NBTS) as the Head of the M&E Unit. In addition to this, she was appointed as the Business Official/Grant Administrator of the NBTS Cooperative Agreement of the United States PEPFAR/CDC funded programme from 2011 to 2015. In both capacities, she brought her passion for work to bear on each role to ensure successful implementation of all activities.

As the Business Official/Grant Administrator, she was the Accounting Officer, who managed the fund with highest level of accountability and ensured timely submission of financial reports. Her exceptional record keeping skill helped in the final award closure reconciliation.

As the Head of M&E, she refined the M&E framework of the NBTS and developed an M&E plan. She also provided the required leadership and technical direction for the NBTS to respond to the challenge reported in the WHO Global Status Report on blood safety and availability (2016) in the WHO African Region which indicted Nigeria and showed that Nigeria had the least donation rate of 0.7 units/1000 inhabitants in the West African sub-region that covered only 10% of the actual collection.

She developed and implemented the concept of monthly reporting on the platform of the District Health Information System (DHIS2). Working with WHO country office, the blood safety module was developed, and Federal Tertiary Institutions were trained on the use of the platform. NBTS now receives data from all Tertiary Heath Institutions nationwide (public, private & faith based) on a regular basis. This is as a result of her tenacity, technical capabilities and people management skills.  

Mrs Olusola Idowu was promoted as Director in the Federal Civil Service in 2014 and was appointed Permanent Secretary in 2019. She was deployed to the Ministry of Finance, Budget and National Planning as Permanent Secretary Budget and National Planning in February 2020.

She is happily married and has three children and two grandchildren.

The Federal Government has assured that beyond the high macroeconomics returns being envisaged, the government is committed to improving the standard of living of Nigerians compared to what obtains in developed economies.

The Vice President, Professor Yemi Osinbajo, represented by the Honourable Minister of State Budget and National Planning, Prince Clem Agba disclosed this  on Monday in Abuja, while declaring open the 6oth Annual Conference of the Nigerian Economic Society with the theme  “Economic Policies and the Quality of Life in Africa’’.

Professor Osinbajo said that the theme of the Conference “Economic Policies and the Quality of Life in Africa’’ is apt and consistent with Nigeria’s national development priorities, coming especially on the heels of the country’s determination to address the economic and social challenges facing Nigeria.

He further stated that the conference could not have come at a better time than now when the current administration is in the process of developing Successor Long Term as well as the Medium Term Development Plans for the country.

“Conference such as this therefore provides the opportunity for exchange of ideas and charting the course for improving the overall economic management both at the Federal and State levels. It will be recalled that the Economic Recovery and Growth Plan (ERGP) was developed in response to the economic challenges at the beginning of this Administration, specifically to address these challenges and ensure inclusiveness’’ Prof. Osinbanjo reiterated.

According to the Vice President, in order to create a more inclusive society that enhances the quality of life, government has continued to implement the Social Investment Programme (SIP), adding that the sum of N500 billion had been appropriated for the scheme since 2016, an action which reflects the continued determination of government to pursue an inclusive society and achieve a pro- poor growth.

The Vice President posited that Government policies such as the N- Power scheme, have seen 500,000 graduates and 26,000 non graduates engaged; “the National Home Grown Feeding program as at March 2019, is feeding over 9.5 million school children across 30 states, with over 101, 913 cooks empowered. The government enterprise and empowerment program has seen to the disbursement of 1.71 million loans to small businesses and farmers across the 36 states and the FCT. 297, 973 households in 26 states across the country are benefiting from the conditional cash Transfer Program”

He stated that Government is also making effort at revitalizing in the textile industry in the country, with Ministry of Industry Trade and Investment working closely with relevant stakeholders to commence a data gathering process in that regard.

He commended the Nigerian Economic Society for organizing the conference and stated that the progress we seek in our lives can only be achieved when anchored on credible economic development agenda at all levels of government.
