Reference to our Invitation to Tender and Expression of R Interest (EoI) as published in Daily Trust Newspaper of thT uesday, April 7 2020 (page 21) , The Nation Newspaper of Monday, April 6 , 2020 (page 27) and Federal the Tender Journal of  Monday, 11 May, 2020 (page 5); we hereby inform the general public of our decision to cancel the published advertisements in public interest and on the premise of the Covid-19 restriction on movement which adversely restrained prospective Contractors/Consultants from responding to the Advertisement.
The Ministry regrets the cancellation of the Invitation to Tender and Expression of Interest  and appeal to Contractors/Consultants for any inconvenience this might have caused and wish to inform you that the Ministry will always act in public interest and the common good of the Nation.

INVITATION FOR TENDERS AND EXPRESSION OF INTEREST (EOI)

 

1.            INTRODUCTION

The Federal Government of Nigeria has made provision in the 2020 Appropriation Act for the Federal Ministry of Finance, Budget & National Planning (FMFBNP). The Ministry, in pursuance of the Federal Government's Economic policies aimed at improving the lives of ordinary Nigerians, desires to utilise part of the provision to procure Goods, Works and Services to the benet of Nigerians.

In compliance with the Public Procurement Act 2007, the Ministry therefore invites interested, competent and reputable Suppliers, Manufacturers, Contractors and Consultants/Service Providers with relevant experience and good track record to submit documents necessary for consideration for the execution of the under-listed projects:

  1. ELIGIBILITY REQUIREMENTS:

Please note that only Service Providers/Consultants with relevant skilled experience and track record of performance in the execution of similar projects need to apply. Consequently competent Contractors, Suppliers and Service Providers/Consultants who adjudge themselves qualied and wish to carry out any of the projects listed under the above two (2) categories are required to submit the following documents;

  1. Evidence of Certicate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1, CAC2 and CAC7;
  2. Evidence of Company's Income Tax Clearance Certicate for the last three (3) years valid till 31stDecember, 2020, with a Minimum Average Turnover of N25,000,000 for Category A and N50,000,000 for Category B;
  3.  Evidence of current Pension Compliance Certicate valid till 31stDecember, 2020;
  4. Evidence of current Industrial Training Fund (ITF) Compliance Certicate valid till 31st December, 2020;
  5. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certicate valid till 31stDecember, 2020;
  6. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st January, 2021 or valid Certicate issued by BPP;
  7. Sworn Afdavit disclosing whether or not any ofcer of the relevant committees of the Federal Ministry of Finance, Budget & National Planning or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and conrm that all information presented in its bid are true and correct in all particulars;
  8. Company's Audited Account for the last three (3) years, 2017, 2018, 2019.
  9. Evidence of nancial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed; in addition to evidence of turnover of at least N25m in the last three years (2017,2018,2019).
  10. Company's Prole with Curriculum Vitae of relevant Key Staff to be deployed for the project, including c o p i e s o f t h e i r A c a d e m i c / P r o f e s s i o n a l Q u a l i  c a t i o n s ( e . g . P M I , ,COREN/ARCON/CORBON/SURCON/QSRBN etc for Works;  ANAN, ICAN, Reporting Council, NSCDC/Security, ESVARBON/Estate Surveying etc
  11. Evidence of rm's registration with relevant professional body e.g NAICOM/Insurance, EHORECON/Cleaning Service, NITDA/CPN/Information, Technology Services ICAN/ ANAN/Financial

  12. Veriable documentary evidence of at least three (3) similar jobs executed in the last ve (5) years including Letters of Award, Valuation/Job Completion Certicates and Photographs of the projects;
  13. List of Plants/Equipment with Proof of Ownership/Lease/Agreement for WorksClearance, Pension Compliance Certicate, ITF Compliance Certicate, NSITF, IRR and Sworn Afdavit are compulsory for each Joint Venture partner);
  14. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number), and E-mail Address. The Letter Headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized ofcer of the Company; and
  15.  *Note that documents/information must be arranged and submitted in the sequence/order as listed above*

  1. COLLECTION OF BID DOCUMENTS Category A (Goods):

Interested Companies are to collect the Standard Bidding Document (SBD) from the Ministerial Tenders Board Secretariat, Budget & National Planning, Federal Ministry of Finance, Budget & National

Planning. 2nd Floor, Room 214, Plot C31010 Adekunle Fajuyi Street, Central Business District, Abuja, on evidence of payment of a non-refundable Tender fee of N10,000.00 (Ten Thousand Naira) only, per Lot, paid into the Remita Account/TSA of the Federal Ministry of Finance Budget and National Planning (Budget & National Planning)  in any reputable Commercial Bank in Nigeria. (The TSA Account Number is 3000 060495 NUBAN.

  1. SUBMISSION OF TENDER DOCUMENTS
    • Category A (Goods)

Prospective Bidders are to submit bid for each of the Lot desired in two (2) hard copies of the Technical Bid and two (2) hard copies of Financial Bid (including soft copy of Financial Bid in MS Excel format), packaged separately in sealed envelopes and clearly marked 'Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger envelope addressed to the Permanent Secretary, Budget & National Planning, Federal Ministry of Finance, Budget & National Planning. 2nd Floor, Room 214, Plot C31010 Adekunle Fajuyi Street, Central Business District, Abuja, and clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at the address in 4 above, not later than 12.00 noon on Monday, 18th May, 2020. Late bids shall be returned un-opened.

  • Category B– Expression of Interest:

Interested Firms are to submit two (2) bound copies of Expression of Interest (EoI) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to the Permanent Secretary, (Budget & National Planning) Federal Ministry of Finance, Budget & National Planning. 2nd Floor, Room 214, Plot C31010 Adekunle Fajuyi Street, Central Business District, Abuja, and clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and should be deposited in the Tender Box at the address in 4 above, not later than 12:00 noon on Monday, 4th May, 2020.

  1. OPENING OF BIDS/EOI DOCUMENTS1 Category A ( Goods):

Only the Technical Bids will be opened immediately after the deadline for submission at 12.00 noon on Monday 18th May, 2020, at the Conference Room, Federal Ministry of Finance, Budget and National Planning, Plot C31010 Adekunle Fajuyi Street, Central Business District – Abuja, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened. Please, ensure that you sign the Bid Submission Register at the address stated in 4. above, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

6.2        Category B – Expression of Interest: 

Expression of Interest (EoI) documents will be opened immediately after the deadline for the submission at 12.00 noon on Monday, 4th May, 2020, at the Conference Room, 4th Floor, Federal Ministry of Finance, Budget and National Planning, Plot C31010 Adekunle Fajuyi Street– Constitution Avenue, Central Business District- Abuja, in the presence of Bidders or their representatives. Please, ensure that you sign the Bid Submission Register at the address stated in 4 above, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

  1. GENERAL INFORMATION
  2. Bids and Expressions of Interest must be in English Language and signed by an ofcial authorized by the bidder;
  3. Further details are as specied in the Bid Documents and each shall be evaluated and awarded as a separate Lot/Project;

We will make CMD Center of Excellence - Prince Agba

Minister of State for Budget and National Planning, Prince Clem Ikanade Agba has stated that the Center for Management Development (CMD) will be given a facelift to become a world class center of excellence.
Prince Agba stated this over the during a familiarisation visit of the CMD, centres in Abuja and Lagos, a parastatal under his Ministry.

Reacting to the level of infrastructural decay in the CMD, the Minister said, " I have seen the infrastructure and I am not too happy about it. We have to do all that we can to change the narrative, because lamentation will not help. We have to start taking those steps gradually"

He described the deficit in the agency's infrastructure and staff capacity gaps as a hinderance to the agency in achieving it's set goals

While expressing his displeasure with the level of infrastructural decay in the agency, Prince Agba also encouraged the management and staff of the institute to device ways and means they could improve their revenue generation so that they will be in a better economic condition, to be able to give the centre a deserved facelift.

Accordingly, the Minister expressed hope for an improved economy in the new development plan which his ministry has already started the development process, stating that the national steering committee for the new plan would be inaugurated in March this year

On the govt short term plan ERGP, which is coming to a close this year, Agba explained that it's review is currently ongoing to accertain what has worked well and what did not so that the area that needs re-inforcement would be attended to and for the ones that did not work, to find out why and then see how to improve on them.

 "It has to go beyond the ERGP, we are looking at very old plans that we have had before. We already asking the MDAs to review their sector plans and we are currently receiving them with a view to consolidating them and giving them to the technical working committe to work on" he said

Earlier in his remarks, the Acting Director General of CMD, Bitrus Chinoko, told the Minister that lack of capacity building for staff is one of the reasons the centre found it difficult to meet it's set goals and objectives

Chinoko explained that, it is the greatest desire of the agency to look forward to a world class centre for excellence, and pointed out that, that can only be achieved with good infrastructure and highly skilled staff

Meanwhile, the staff, during an interactive session with the Minister, expressed the need for regular trainings and capacity building for staff in order to uplift the center to a world class status

They called for the confirmation of the Acting DG to enable him further consolidate with the tremendous changes he brought to the center since he came on board

They also assured the Minister that CMD would deliver its mandate optimally if necessary support is given, pointing out that majority of the staff made personal efforts to develop themselves with necessary knowledge in order to deliver their duties

CMD is a government agency saddled with the responsibilities of regulation of standards, development of managerial manpower for the country and a broad range of skills to enhance the quality of management and leadership for the attainment of national economic goals.

MINISTRY OF BUDGET AND NATIONAL PLANNING FLAGS OFF IPPIS (HR) GO-LIVE IMPLEMENTATION TRAINING FOR STAFF MEMBERS

 

The Permanent Secretary, Ministry of Budget and National Planning, Mrs. Olusola Idowu, has flagged off the Integrated Personnel Payroll Information system (IPPIS) Human

Resource Go-Live Training Programme for staff members of the Ministry, in Abuja.

The purpose of the IPPIS Go-Live implementation training is to enable Federal Government staff members, who are the end users of the system be trained on how to access the specific functionalities of the IPPIS Reform platform and be able to carry out online activities that are personal to them in the areas tagged: IPPIS Employee Request; my information, annual leave plan, absence management, payslip service, incident report amongst others.

Mrs. Idowu stated that the initiative would replace the manual application used hitherto; adding that “it will definitely reduce time, staff movement; papers wasted on these activities and therefore enhance our compliance with the international standard of paperless economy as well as cost effectiveness”

Stressing the importance and timeliness of the training, Idowu urged all participants to take advantage of the training and build up the necessary skills at the workshop to be able to interface with the system for the expected result.

She commended the Federal government for the initiative, which is facilitated by the Office of the Head of Civil Service of the Federation (OHCSF) as part of the reform programme of the federal government.

Earlier, the Director of Administration in the Ministry, Mr. Lanre Adekanye, in his welcome address, charged the participants to be committed towards the training and accord it the seriousness it deserved. He further said that MBNP was one of the five MDAs selected for the pilot exercise.

The facilitator at the training, an Assistant Director, from the office of the Head of Civil Service of the Federation (OHCSF), Mr. Bashir Bello Shagari, said that the programme was important considering the human resource component of the IPPIS platform.  

He added that the training would be held in 2 batches daily, for a period of 10 days and the exercise would be followed by issuance of Employee Service User Access right and password to ensure accessibility to the platform.

UMAKHIHE HANDS OVER MANTLE OF LEADERSHIP TO IDOWU AS THE PERMANENT SECRTARY, BUDGET AND NATIONAL PLANNING.

The out-going Permanent Secretary, Budget and National Planning, Mr Ernest Umakhihe has handed the mantle of leadership to Mrs Olusola Olayinka Idowu, urging her to take the Ministry to a higher pedestal of achieving its vision and mandate for national cohesion and sustainable development.

Mr. Umakhikhe gave this charge to his colleague and successor during the hand-over ceremony which held recently at the Ministry in Abuja.

The out-going Permanent Secretary expressed his sincere gratitude to the Management and staff of the Ministry for their support during his short stay. He added that although the Ministry of Budget and National Planning is a difficult terrain in terms of human resources,  he was lucky to have been surrounded with a crop of proactive and formidable team who were ever ready to craft policies and programmes for national growth and development of the nation.

While acknowledging that his journey at the Ministry though short lived, has been so good,  he stated that work is still in progress to take the Ministry to its desired height.

He therefore enjoined the incoming Permanent Secretary to ensure the successful mainstreaming of the staff of the ministry so as to enable them become pool staff of the civil service

The incoming Permanent Secretary, Mrs Idowu pledged her readiness to work for the growth of the country’s economy and said she would strive in every way to fulfil her duties to the best of   her abilities.  While acknowledging the the excellent work of outgoing Permanent Secretary, she  added that he has become a role model whose contributions is an honour to continue with.

“I will continue to build on what he has done, at the same time, the achievements have posed high expectations and goals for my tenure and I will rely on the lord to help me” she assured.

Mrs Idowu stated that Budget and National Planning entity has recorded significant successes by improving the socio economic indices  of Nigeria as a result of the purposeful leadership of Mr President, the Honourable Ministers and collaboration with a number of other stakeholders which inlude states and non-state actors.

She finally solicits the support of the entire management and staff in extending the same kind dedication extended towards her predecessor to her, to enable her actualize the set goals and mandate of the Ministry.

Earlier, a Valedictory Session,  organised by the Staff Union was held at the Ministry's Conference hall in honour of the out- going Permanent Secretary.
