Social Development is one of the ten departments in the Budget and National Planning Ministry. It was created on the 21st of February, 2011 and operates with two thematic divisions. The Department is currently staffed by 25 officers comprising of 4 Directorate cadre officers, 17 Senior officers, 2 Secretarial staff, 2 Executive officers and is headed by a Director.
The Vision of the Social Development Department is to bring about a social development order that will improve social cohesion and accelerate national development.
The Mission of the Department is to contribute effectively in coordinating social development programmes and projects to ensure effective delivery of the Ministry’s mandate.
MANDATE / FUNCTIONS
The Department is entrusted with the following responsibilities:
- Provide policy advice to the President on matters relating to social services sector regarding education; health; environment and regional development; population; labour and productivity; women affairs; social security; Federal Capital Territory; Niger Delta; youth development; sports; housing and urban development; and the MDGs.
- Preparation of sectoral plans relating to social services sector on education; health; environment and regional development; population; information; labour and productivity; women affairs; social security; Federal Capital Territory; Niger Delta; youth development; sports; housing and urban development; and the MDGs.
- Participation at conferences / meetings and workshops of the line Ministries, Departments and Agencies (MDAs) under the purview of the Department;
- Monitoring and Evaluation of projects and programmes relating to plan implementation on sectoral matters relating to the department;
- Assist in setting national priorities and goals on social development matters;
- Collaboration with MDAs on Social development to carry out relevant research studies on Education; Health; Labour and Productivity; Youth Development; Environment, Housing and Regional development; and
- Participation in national and international conferences on social sector matters.
The two divisions in the department are: the Human Capital Division and the Environment / Regional Division. The sectors covered by the two divisions are as follows:

- HUMAN CAPITAL DIVISION
Human Capital Division is charged with the activities of coordinating the planning, development and utilisation of human capital. Consequently it work and collaborate with key sectors on human capital optimization and utilization, such as health, education, MDGs, , women affairs, sports development, youth development, population, information, labour and productivity.
The mandate of the Division involves plans and policy coordination of the three tiers of government on human capital development of the economy which are monitored annually in order to track the programmes and projects performance such as:
- Setting national priorities and goals in the MDAs / sub-sector relevant to the division;
- Undertake periodic review and appraisal of the sectors under coverage;
- Assist in the formulation of long and medium term National Development Plans;
- Participate in various seminars, inter-ministerial meetings and workshops.
ENVIRONMENT / REGIONAL DIVISION
Environment/Regional Division is charged with the planning and coordination of activities relating to the protection of the nation’s environment, biodiversity, conservation, including measures to combat desertification and climate change. As a result, it works and collaborates with key sectors activities of the following sectors: Regional Development, Housing and Urban development.
The division is entrusted with following responsibilities:-
- Provision of policy advice to the President on matters relating to Environment, Housing and Regional Development, among others;
- Preparation of sectoral plans relating to Environment, Housing and Regional Development, Federal Capital Territory Development, Niger Delta Development, Water and Sanitation, among others;
- Participation at Conferences, meetings and workshops of the line Ministries, Department and Agencies (MDAs) under the purview of the division;
- Monitoring and Evaluation of projects and programmes relating to plan implementation on Environment, Housing and Regional Development sectors;
- Assist in setting national priorities and goals in Environment, Housing and Regional Development matters;
- Collaborating with MDAs under the purview of the division to carry out relevant research studies on Environment, Housing and Regional Development
The Social Development Department participates in sector MDA activities in the pursuit of its core mandate in the Ministry. These includes following as captured under the respective divisions:
1. Human Capital Division
i) February 13, 2014: Stakeholders meeting on 2014 Verbal and Social Autopsy Survey.
ii) February 2014: Collaborated with Fed. Ministry of Women Affairs and Social Development in the articulation of the Post MDG’s Agenda for Women and Children.
iii) February 2014: The Division participated in the redesigning of the Key Performance Indicators in the Education Sector.
iv) April 2014: Representing the Commission at the Data Users and Producers meeting.
v) May 2014: Inputs were harvested on National Social Protection Policy Framework from the 36 States + FCT of the country and validated the Draft Policy between 2013 / 2014.
vi) June 4–6, 2014: Mapping of Gender based violence in Nigeria (necessitated by the recent spate of violence against women across the country).
vii) June 17–18, 2014: Workshop on the role of the National Population Institute in fulfilling the mandate of the National Population Commission.
viii) June 2014: Participated in the Needs Assessment of Nigeria Public Polytechnics and Colleges of Education.
ix) June 2014: Participated in the Implementation Support Mission of the State Education Programme Investment Project in Anambra State, including Bauchi and Ekiti States.
x) June 2014: Coordinating an inter-departmental committee on intervention in the Feeding of the Almajiri Integrated Schools in Nigeria.
xi) August 2014: Participated in the Federal Scholarship Board selection Exercise for Undergraduate the Bilateral Agreement Profile with Federal Ministry of Education.
xii) August 2014: Coordinating the inputs from the Commission on the Annual Council of Health meeting, as co-chair of the sub-theme on Universal Health Coverage (eaHeaUHC).
xiii) September 2014: Participated in the World Population Annual Day
xiv) September 2014: Participated in the Annual Population Lecture Series.
xv) August 2013: Represented the Commission alongside other teams from other MDAs for the Joint Annual Review (JAR) of the Federal Ministry of Health in 36 states.
xvi) October 2013: Participated in the Early Child Care Development Integrated Committee meeting in Lokoja.
xvii) November 2013: Participated as part of the core team that developed the current Health Information System (HIS) policy.
2. Environment/Regional Development Division
The Division participated in the following activities:
i) September 2014: Represented the Commission at the South-East Zonal Stakeholders Workshop on Land Reform and Implementation of Systematic Land Tilting.
ii) August 2014: Participated in the 3rd Stakeholders Forum/Zonal Eco – Fair for the nineteen (19) Northern States.
iii) May 13–16, 2014: Participated in the meeting of the 5th African Regional Platform for Disaster Risk Reduction to review the progress made in the area of disaster risk reduction in Africa.
iv) May 2014: Participated in a meeting of the Global Environment Facility (GEF) National Steering Committee to review GEF activities in Nigeria and deliberate on GEF Sixth Replenishment Cycle (GEF 6) proposals.
v) June 26, 2014: Participated in a Retreat on Safe Discharge of run-off to and fro roads towards Erosion Control and Land Management.
vi) June 2014: Participated in the 3rd meeting of the National Council on Lands, Housing and Urban Development.
vii) October 2013: Facilitated a meeting with the United Nations Development Programme and relevant stakeholders to enable beneficiaries of UNDP assistance share with each other success stories from projects implemented with UNDP assistance.
viii) November 2013: Focal meeting organized with the Federal Ministry of Environment and UNDP to mainstream Climate Change into 2nd National Implementation Plan of Nigeria Vision 20:2020.
