Vacant Project Position in the EDF Project Management Unit

The Office of the National Authorizing Office (NAO) of the European Development Fund (EDF) in Nigeria announces the following vacant contract positions:

 

  1. Project Officer- Human and Social Development

Role

The Project Officer (PO) is responsible for effective implementation of the EDF/EU Human and Social Development intervention programmes in Nigeria. The PO must ensure that the programmes are implemented in close collaboration with the Federal and State Governments, EU Delegation and implementing Agencies as provided in the Financing Agreements as well as monitor progress and report on results achieved to the NAO. Thus, the PO is expected to have an in-depth knowledge of project implementation and/or the relevant updated EU Practical Guides.

Specific duties

The PO shall undertake the following specific duties:

 

Programming and process management

  • Coordinate the programming, identification and appraisal of projects and programmes, in close collaboration with Federal and State Government bodies, the EU Delegation and the beneficiary institutions where necessary. Prepare and assist project identification and formulation and consolidate government response to mission reports.
  • Where necessary, facilitates all aspects of the procurement process (drafting Guidelines, Terms of Reference, launching tenders, call for proposals, evaluations approvals, acceptance etc).
  • Ensure monitoring and evaluation of all EDF/EU Programmes in the sector, with particular reference to those implemented by third parties.
  • Organise progress tracking/monitoring and high-level stakeholders meetings for attendance of management, elaborate progress reports on projects and propose action if and when needed.
  • Provide all the necessary administrative support for effective inputs, including the maintenance of complete working files, drafting of letters, memos, minutes and briefs for the NAO, etc;

 

  • Evaluate the outcomes of projects.

Communication and visibility

  • Maintain good and effective contacts with State Governments and implementing bodies and other actors.
  • Produce and disseminate best results of projects at workshops, seminars, conferences and other events.
  • Assist in organisation of visibility events.

Other duties:

  • Any other duty as may be required by the Director (International Cooperation).

Profile (academic qualifications, professional experience and personal background)

Education and training:

A Second Class Degree and/or an advanced (Masters) Degree in Social Sciences, Health or related fields would be an added advantage.

Skills:

  • Programme Planning and Management;
  • Strong analytical and problem solving skills and attention to detail;
  • Computer literate, with sound working knowledge of the full range Microsoft Office Programmes; and
  • Excellent report writing and communication skills.
  • Ability to work with people of diverse backgrounds and to perform under pressure

Professional Experience and Personal Background:

  • Minimum: At least 2 years post-graduation professional experience is required.
  • A minimum of 2 years relevant experience, working in either the private sector, the public sector or NGO, and
  • The candidate should not be more than 29 years of age by January 2018.

 

 

  1. Project Officer – Economic Development and Infrastructure

Role

The Project Officer (PO) is responsible for effective implementation of the EDF/EU financed economic development, trade and infrastructural interventions. This includes international trade and competitiveness initiatives, rural and small towns’ water supply, access to sustainable energy and regional transport and coordination with ECOWAS and other actions in the energy sector of EDF 11. He/she is to work in a team with other project officers to ensure that the programmes in close collaboration with the State Governments, EU Delegation and implementing Agencies as well as monitor progress and report on results achieved to the NAO.  Thus, the PO is expected to have an in-depth knowledge of project implementation and/or the relevant updated EU Practical Guides.The Officer will fulfil specified roles under the guidance of the Head of the EU Unit and the Director (International Cooperation).

Specific Duties

The PO shall undertake the following specific duties:

 

 Programming and process management

    • Ensure monitoring and evaluation of all EDF/EU intervention programmes in the sector, with particular reference to those implemented by third parties.
    • Organise progress tracking/monitoring and high-level stakeholders meetings for attendance of management, elaborate progress reports on projects and propose action if and when needed.

  1. Project Officer, 11th EDF Energy Programme

 

ROLE

The Project Officer (PO) is responsible for effective implementation of the 11th EDF/EU Energy Sector interventions in Nigeria. The PO must ensure that the programmes are implemented in close collaboration with the Federal and State Governments, EU Delegation and implementing Agencies as provided in the Financing Agreements as well as monitor progress and report on results achieved to the NAO. Thus, the PO must have an in-depth knowledge of project implementation and/or the relevant updated EU Practical Guides.

 

In general terms, the PO plays the role of the NAO’s Desk Officer for the EU’s  Energy sector interventions programmes.  As such, the incumbent is the primary contact point within MBNP for other institutional stakeholders including the implementing agencies, supervising bodies, EU Delegation and other development partners.

 

 

SPECIFIC DUTIES

 

The PO shall  undertake the following duties:

 

  1. Participate in the governance structure of the programme: the Project Management/Steering Committee meetings;
  2. Participate in other governance structures as required by the Director of International Cooperation and other relating to donor coordination or monitoring of policy implementation in sectors relevant to the Programme);
  • Analyse and comment on the annual work plans, interim progress, and financial reports of implementing Agencies ;
  1. Analyse and comment on ROM reports, mid and final external evaluations, and make recommendations of follow up actions required. Where relevant, prepare regular project monitoring plans in cooperation with EU Delegation and ensure efficient and effective collaboration with all monitoring and evaluation experts;
  2. Coordinate and facilitate the grants and blending component of the intervention programmes;
  3. Serve as the Contact Point for the programmes within the Office of the NAO and work closely with the relevant Project Officers at the EU Delegation. This includes facilitating meetings and contacts with related MDAs; and
  • Provide all the necessary administrative support for effective inputs, including the maintenance of complete working files, drafting of letters, memos, minutes and briefs for the NAO, etc;

ROLE

The Project Officer (PO) is responsible for effective implementation of the 11th EDF/EU Migration programmes in Nigeria. The PO must ensure that the programmes are implemented in close collaboration with the Federal and State Governments, EU Delegation and implementing Agencies as provided in the Financing Agreements as well as monitor progress and report on results achieved to the NAO .Thus, the PO must have an in-depth knowledge of project implementation and/or the relevant updated EU Practical Guides.

 

In general terms, the PO plays the role of NAO’s Desk Officer for the EU’s intervention for better management of migration in Nigeria.  As such, the incumbent is the primary contact point within MBNP for other institutional stakeholders including the implementing agencies, supervising bodies, EU Delegation and other development partners.

 

 

SPECIFIC DUTIES

 

The PO shall undertake the following specific duties

 

  1. Participate in the governance structure of the programmes, i.e Project Management or Steering Committee meetings.
  2. Participate in other governance structures as required by the Director (International Cooperation) and others related to coordination or monitoring of implementation of the Migration Policy;
  • Analyse and comment on annual work plans of the Agencies implementing the EU’s migration intervention programmes;
  1. Analyse and comment as required on interim and final narrative and financial reports of the Implementing Agencies;
  2. Analyse and comment on ROM reports, mid and final external evaluations, and make recommendations of follow up actions as required. Where relevant, prepare regular project monitoring timetable in cooperation with the relevant EU Delegation and ensure an efficient and effective collaboration with all monitoring and evaluation experts;
  3. Serve as the Contact Point for the project and work closely with the responsible officers at the EUD, including facilitating meetings and contacts with migration-related MDAs and circulation of documents amongst Governmental stakeholders;
  • Provide all the necessary administrative support for effective inputs, including the maintenance of complete working files, drafting of letters, memos, minutes and briefs for the NAO, etc; and

The PO must ensure that the intervention programmes are implemented in close collaboration with the State Governments, EU Delegation and implementing Agencies as provided in the Financing Agreements as well as monitor and report on results achieved to the NAO. Thus, the PO is expected to have an in-depth knowledge of project implementation and/or the relevant updated EU Practical Guides.
